Reagan K. Russell conspired to falsely pretend that Lee County eminent domain extortion and fraud-scheme O.R. 569/875 was a "passed resolution". Reagan Kathleen Russell concealed that said unexecuted and unsigned sham "claim" of uncertain lands was null and void. Reagan Russell knew that in 1998 Lee County had removed and eliminated any "cloud" from said forgery O.R. 569/875.
Russell conspired with the other Appellees to deliberately deprive and defraud landowners in the undedicated private Cayo Costa Subdivision on Cayo Costa Island in Lee County, Florida.
